Craig Sports Briefs for Oct. 12, 2013: Ciesco wins, Moffat County ...

The Moffat County girls cross country team ran tough in its final meet before the 3A regionals in Delta next Friday.

The Bulldogs took second in the Rifle Invitational at Rifle Creek Golf Course Thursday afternoon, with senior Brenna Ciesco winning the meet in a time of 20 minutes, 35 seconds.

Emily Womble has continued her surge in the second half of the season, placing fourth in 21:05. Makayla Johnson (21:32), Jesse Suits (22:03), Aubrey Campbell (22:24) and Kaylee Durham (22:34) also ran well for MCHS.

The boys team, once again running without junior Jarrett Johnson, took third overall in the meet. Steven Walls led the way for the Bulldogs in 18:55. Other times were not available as of Friday afternoon.

The regional meet is in Delta Oct. 18, with the top five teams advancing to state in Colorado Springs Oct. 25.

Parks and Rec seeking basketball officials

The Craig Parks and Recreation youth basketball leagues for third through sixth graders are coming up soon, and Parks and Rec is seeking officials for the games.

Prospective officials must inquire about the 2013 season by Oct. 16.

Week four of Craig BCA in the books

The Craig Billiards Congress of America (BCA) pool league is now through four weeks of play, and the standings are still tight.

One-Eyed Bandits is still the No. 1 team in the league, but has not been able to pull away. At 678 points, they sit 21 ahead of Git R Done (667).

It is less than 40 points to go from second all the way down to fifth. Odd Ballz is just behind Git R Done at 658 points, while Out 4 Blood (643) and Uh-Oh (630) are also lurking.

Even No Ex-Cue-Ses, sitting in last currently, is not far back at 615 points.

BCA has chosen to cancel its Sunday league for now due to lack of interest. According to an e-mail from the league, it may restart during the winter.

Craig BCA plays Mondays at 6 p.m., at Popular Bar, 24 W. Victory Way.

Winter water aerobics beginning soon

Registration for water aerobics during the winter is now open through Craig Parks and Recreation.

Water aerobics offer a low-resistance method of training and can improve fitness and flexibility. The classes, held at Moffat County High School will be Mondays and Wednesdays from 7 to 8 p.m. beginning Oct. 28.

Classes run through Jan. 15 and will not occur the week of Thanksgiving or winter break. To sign up for the session costs $45, or those interested can attend individual classes for $4. For more information, contact Craig Parks and Recreation at 970-826-2017.

Russia says foils plot to attack chemical arms facility

MOSCOW (Reuters) - Russian authorities said on Tuesday they had foiled a plot by Islamist radicals to bomb a chemical weapons facility and had arrested two suspects from the North Caucasus, where Moscow is battling an Islamist insurgency.

Militants have previously carried out deadly bombings in Moscow and other parts of Russia outside the mostly Muslim North Caucasus, but specific allegations of plots to attack sites holding weapons of mass destruction in nuclear-armed Russia are almost unheard of.

Authorities believe the suspects planned to build a bomb and attack the Maradykovsky chemical weapons storage and disposal facility in the Kirov region, about 1,000 km (620 miles) northeast of Moscow, the Federal Investigative Committee said.

"The suspects planned a terrorist attack ... that could have risked killing hundreds of people," it said in a statement.

It said the men had traveled north to the remote Kirov area from Moscow to plan the attack and it identified them as followers of Wahhabism - an ultra-conservative branch of Sunni Islam that is practiced in Saudi Arabia and which has become a derogatory term for Islamist radicalism in Russia.

Investigators found bomb components and "literature with extremist content" in an abandoned house in the area where the suspects, aged 19 and 21, were living, the committee said.

It said the suspects were natives of the North Caucasus, a mountainous southern region not far from the Black Sea city of Sochi, where Russia hosts the 2014 Winter Olympics in February. The region is some 2,000 km (1,200 miles) from Kirov.

Insurgent leader Doku Umarov, a Chechen, has urged fighters to use "maximum force" to stop the Olympics taking place.

President Vladimir Putin has staked his reputation on the Games and ordered authorities to boost security in the North Caucasus, where the Islamist insurgency is rooted in two post-Soviet wars pitting Chechen separatists against the Kremlin.

After suicide bombings that killed dozens in the Moscow subway in 2010 and at a Moscow airport in 2011, Umarov called for more attacks on infrastructure in the Russian heartland, but no other major attacks have occurred outside the North Caucasus.

Russia inherited the Soviet Union's declared stockpile of 40,000 metric tons of chemical weapons.

In 1997 Moscow ratified the Chemical Weapons Convention, which requires member states to declare and dispose of all chemical weapons and production facilities.

Russia and the United States had pledged to destroy their chemical arsenals by 2012 but both missed the deadline. They have recently led diplomatic efforts to ensure Syria starts destroying its own chemical weapons stockpile.

As of March 2013, Russian authorities had destroyed more than 90 percent of the chemical weapons at the Maradykovsky facility and were disposing of stocks of the nerve agent soman, according to the Kirov regional government website.

WSJ: Netflix could come to US cable boxes soon, Comcast and Suddenlink in talks

Over the last few years cable providers have begun rolling out cable boxes with extra features and internet hookups, but almost all of them -- even TiVo, when provided by a cable service -- have been missing access to subscription video apps like Netflix. That could change soon according to a Wall Street Journal report today, that Netflix has renegotiated studio deals that made it difficult to provide the app and is negotiating with cable providers to put it on their boxes. RCN representatives have publicly stated it's asking for Netflix, while the report names Suddenlink and Comcast as two services in talks. Suddenlink has provided TiVo DVRs since 2010 that lack the Hulu Plus and Netflix apps of their retail cousins, while Comcast's X1 platform has built-in internet support, but no video apps to take advantage of it. Additionally, the report mentions that Time Warner Cable and Cox have had discussions about adding a YouTube app, and that Comcast is talking to other services as well.

Netflix has recently worked out deals with providers overseas like Virgin Media and Com Hem, and its app has been a part of Google Fiber TV since it launched. According to the Journal however, a similar rollout in the US faces hangups not only because cable companies may see it as a competitor, but also because of its desire to add them as partners to its OpenConnect CDN. The first may not be much of an issue as providers use it to push high speed internet tie-ins -- something we've heard about before. We'll see how opening up Super HD streaming to all enables the second portion, hopefully having Netflix and other services as an option in more places is something that happens soon.

Asian shares head to 5-month highs on U.S. deal hopes

TOKYO (Reuters) - Asian shares rose to their highest in nearly five months on Tuesday on heightened hopes for a deal in Washington to reopen the U.S. government and avert a possible debt default, though investors will remain wary until they see the final outcome.

MSCI's broadest index of Asia-Pacific shares outside Japan rose 0.8 percent to its highest since May 23. Japan's Nikkei share average added 0.5 percent, hitting a two-week peak as the market reopened after a holiday.

"The market is still precarious," said Takuya Takahashi, an analyst at Daiwa Securities. "Even if default can be avoided, investors are not ready to take risk at this point."

Several markets in the region were closed for holidays on Tuesday, including Singapore, Indonesia and India.

Against a basket of major currencies, the dollar was up about 0.1 percent, moving away from an eight-month low hit after the U.S. government shutdown started earlier this month.

The dollar bought 98.49 yen, slightly down on the day but recovering from a low of 98.05 hit on Monday. It also stabilized at $1.3555 against the euro.

While investors expect U.S. politicians will reach a deal before Thursday's deadline to raise the U.S. debt ceiling in order for the country to meet its obligations, the risk of failure is present.

"Our sense is not complacency, but more a belief that a true default, beyond a technical delay in payments lasting several days, is highly unlikely, and a lack of clarity of what such a default would mean for markets beyond a sense that it will be bad," JPMorgan analysts wrote in a note.

"Market participants appear to be preparing for the event risk of a delayed payment of U.S. Treasury coupons and principals by adding liquidity and avoiding securities maturing around the debt ceiling deadline."

The fiscal plan being discussed by U.S. senators would raise the $16.7 trillion debt ceiling by enough to cover the country's borrowing needs at least until mid-February, according to a source familiar with the negotiations.

It would also fund government operations until the middle of January, though some fear that would just set the stage for another standoff then.

"U.S. policy makers are just kicking the can and we will have another showdown in January. Under such circumstances, it would be difficult for the Fed to reduce its stimulus," said Masafumi Yamamoto, forex strategist at Praevidentia Strategy.

Even if the Senate reached a deal, it would still need approval in the House of Representatives, where it is unlikely to sail past conservative Republicans. It remained unclear whether Congress would be able to pass the legislation needed to avert the default by the deadline.

U.S. S&P 500 E-mini futures added about 0.1 percent early on Tuesday, indicating a firmer open if the gains were to be maintained. U.S. Treasury futures slipped 7 ticks.

On Wall Street, the S&P 500 index rose 0.4 percent to its highest close in nearly one month on signs of progress in the political negotiations for a budget deal.

In the commodity markets on Tuesday, gold was nearly flat at $1,273.16 an ounce.

U.S. crude slipped 0.1 percent to around $102 a barrel, giving up some of Monday's gains as traders bought contracts to cover short positions ahead of a possible deal in Washington.

T-Mobile getting rid of international data, texting fees

In addition to free data and texting while traveling in places like Mexico or Canada, customers will pay a flat rate of 20 cents per minute for voice calls to any of those same countries or the U.S.

T-Mobile is eliminating fees for using data and texting services in more than 100 countries and capping charges for international voice calls. 

Starting Oct. 31, customers of T-Mobile's flagship Simple Choice plan won't have to worry about getting hit with so-called roaming fees if they fail to sign up for an international plan before they travel abroad. Those fees can reach hundreds or thousands of dollars for a trip, even to neighboring Canada or Mexico. 

T-Mobile, the No. 4 U.S. cellphone carrier, has been trying to differentiate itself from bigger rivals by shattering longstanding industry practices and calling itself the "Un-carrier." 

The company began in March by dropping conventional two-year service contracts in favor of selling phones with installment plans. In July, it introduced a program that lets people upgrade phones more frequently — up to twice a year. AT&T, Verizon and Sprint have since followed with their own frequent-upgrade plans. 

At the time of the phone-upgrade announcement, CEO John Legere said a third major change was coming — the one T-Mobile announced Wednesday. 

In an interview, Legere said roaming fees are very profitable for the wireless industry, but T-Mobile hasn't benefitted much because it doesn't have many business customers who travel. With the new program, Legere said, the company is hoping to gain subscribers without sacrificing much revenue. 

But even if the company doesn't gain customers, Legere said T-Mobile won't be losing money in providing the service. That's because its existing agreements with wireless carriers around the world allow for more data use than T-Mobile's customers are using now. 

In addition, T-Mobile will make some money from selling higher-speed roaming plans — $15 for a day or $25 for a week. The free plan will be good enough for email, social networking, Web browsing and other common tasks, but customers who like to watch high-definition video might want the upgrade, the company said. 

There are signs that T-Mobile's previous changes have helped boost its standing. In the April-June quarter, T-Mobile gained long-term, good-credit customers for the first time in at least two and a half years. T-Mobile US Inc. added a net 688,000 such customers in the quarter, compared with a loss of 557,000 in the same period a year earlier. 

Part of the boost came because the carrier began selling Apple's iPhone for the first time in April. But the iPhone accounted for only 26 percent of smartphone sales in the quarter, an indication that there was more behind the gain. 

The new plan is likely to appeal to customers who travel frequently to any of the covered countries. Canada, Mexico and other major countries on every continent except Antarctica will be covered. Officials say the list includes the vast majority of the places Americans visit. 

Flat rate for voice calls
In addition to free data and texting while traveling in those countries, customers will pay a flat rate of 20 cents per minute for voice calls to any of those same countries or the U.S. T-Mobile and other carriers now charge $1 or more a minute in many countries. 

For an additional $10 a month, customers will also get free calling from the U.S. to landlines in more than 70 countries. Calls to other countries in the program or to other mobile phones will be 12 to 20 cents a minute, the company said. 

Data roaming will be where customers save most. Verizon, for instance, now charges $25 for 100 megabytes of roaming abroad — but only if you sign up in advance. Otherwise, it's $20.48 per megabyte, or $2,048 for 100 megabytes. Posting lots of photos on Facebook and using graphical mapping apps can eat up a few hundred megabytes over a week. 

There will be some limits for frequent travelers. Any trip abroad needs to be six weeks or less, and customers need to spend at least half their time in the U.S. in any three-month period. The program is not for students spending a year abroad, for instance. 

T-Mobile also announced Wednesday that its high-speed 4G LTE network now reaches 200 million people in 233 metropolitan areas. Legere said the company's network might not be as good as rivals in every rural pocket in the U.S., but it's fast in major cities. 

The company also announced a multi-year promotional deal with the singer Shakira, who was the headline performer at a T-Mobile announcement event in New York on Wednesday evening. Company officials would not disclose financial terms of the deal. 

T-Mobile has its headquarters in Bellevue, Wash., and is under the control of Germany's Deutsche Telekom AG.
